This is a Traxxas Jato 2.5 and 3.3 Stub Axle Pin & Collar (B, S, H, E).  These are the replacement rear wheel adapters for the Jato, Hawk, Hawk 2, Bullet, Sledgehammer, Eagle, and Blue Eagle LS.  These are also known as hexes or hex hubs.
