This is the Sullivan Tiger Drive Starting System for the Dynamite Mach .26 and the .32 Marine Engines.  The Mach .26 came in the original LST from Team Losi, and the .32 marine engine comes in some Pro Boat models.  This bolts to the back of the engine in place of the pull starter or current starting system.  Using the Tiger Drive wand (available separately) in a standard hand drill, you can start your engine.  These are very convenient, and they work well.
